• Encourage resident participation by reducing scheduling conflicts for residents who
wish to vote and attend or participate in Council meetings.
• Reinforce public trust by demonstrating that the City values civic engagement and
makes reasonable efforts to support participation in the democratic process.
Staff Recommendation
Staff recommends that the City consider adopting a practice of rescheduling regularly scheduled
City Council meetings that fall on Election Day, including federal, state, and local elections
when applicable.
Under this approach, the City would identify potential conflicts when establishing its annual
meeting calendar and select an alternate date when appropriate. Any changes would be
coordinated with the City Administrator and Council and communicated to the public in
accordance with applicable open-meetings notice requirements.
This practice would provide a consistent approach while allowing flexibility for scheduling
needs and other operational considerations.
The intent is not simply to avoid a scheduling conflict, but to demonstrate that the City of Tiffin
recognizes the importance of civic participation and supports the ability of its employees, elected
officials, and residents to take part in the electoral process.
