AGENDA ITEM # K-2 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 15, 2026 AGENDA ITEM: Discussion and Consideration to Adjust Council Meeting Date to Monday, November 2, 2026 due to Tuesday, November 3, 2026 being Election Day Council Action as Needed ACTION: Motion Background The City of Tiffin has an opportunity to demonstrate its commitment to civic engagement and participation by considering adjustments to regularly scheduled City Council meetings that coincide with federal, state, or local Election Day. Election participation is an important part of our democratic process. Rescheduling a Council meeting when it conflicts with Election Day would provide staff, elected officials, and residents additional flexibility to participate in the electoral process without having to balance voting with a scheduled evening meeting. Other Iowa communities have recognized the potential conflict between municipal meetings and elections and have adjusted their schedules accordingly. • City of Muscatine: On May 1, 2026, Muscatine announced changes to its June and November 2026 City Council meeting schedules specifically to avoid conflicts with Iowa's statewide primary and general elections. Its November meetings were rescheduled to November 10 and 24, with an in-depth meeting on November 17. The City explained that the changes were intended to help residents participate fully in elections without overlapping Council business. • City of Iowa City: Iowa City generally holds formal Council meetings on the first and third Tuesdays of each month, while noting that meeting dates and times are subject to change. This provides an example of a municipal schedule that accommodates adjustments when needed. These examples illustrate that municipal meeting schedules can be adjusted to accommodate election-related considerations. Muscatine provides a direct example of a city expressly rescheduling meetings to avoid election conflicts. Rescheduling a City Council meeting that falls on Election Day would: • Demonstrate civic leadership by recognizing the importance of federal, state, and local elections. • Support employee participation by allowing City staff to vote and participate in the electoral process without the added scheduling demands of a Council meeting. • Support elected officials by providing flexibility for Council members to fulfill their civic responsibilities. 1
