IntheeventtwoormoreCouncil Members equallypossessthegreatestseniority thentheeldestpersonamongthemshall preside. Rule15. ControlofDiscussion. ThePresiding Officershallleadthediscussion oftheCouncil oneach Agendaitemtoassurefullparticipation bytheCouncilinaccordance withtheserules. ACouncil membershallspeakonlyafterbeingrecognized bythepresiding officer. ACouncilmember recognized foraspecificpurposeshalllimitremarkstothatpurpose. ACouncilmember, after beingrecognized shallnotbeinterrupted exceptbythepresidingofficertoenforcetheserules. Rule16.LimitonRemarks. EachCouncilmember shalllimithisorherremarkstoareasonable length. Thisensuresefficientandrespectful conductduringCityCouncilmeetings, preventing grandstanding orfilibustering thatdisruptstheagenda. Rule17. OrderofConsideration ofAgenda. Exceptasotherwise provided intheserules, eachAgenda itemshallbeconsidered inthealphabeticorderassigned bytheCityClerk. EachAgendaitem shallbeseparately announced bythePresiding Officer, forpurposes ofdiscussion and consideration. TheentireConsentAgendashallbeconsidered asingleitem.
