TiffinCityCouncilProceduralRules adoptedinResolutionNo.2025-033) SectionI.GeneralProvisions Rule1. ScopeofRules. TheserulesshallgoverntheconductoftheCouncilandshallbeinterpreted to ensurefairandopendeliberations anddecisionmaking. Rule2. Robert’sRulesofOrderAdopted. Therulesofparliamentary practices comprised inthecurrent editionof "Robert'sRulesofOrder", asamended, shallgovernthesessionsoftheCityCouncilin allcasesinwhichtheyareapplicable andwheretheyarenotinconsistent withthestanding rulesoftheCityCouncilorthelawsoftheState. TiffinCityCode5.03PowersandDuties. Per CityCharterSection 2.04,theCouncilandMayorandotherCityofficershavesuchpowersand shallperformsuchdutiesasareauthorized orrequiredbyStateLawandbytheordinances, resolutions, rules, andregulations oftheCity. Rule3. MattersNotCovered. Anymatterororderorprocedure notcoveredbytheserulesshallbe referredtothePresidingOfficer (typically theMayororMayorProTem), whoshalldecidethe matterwiththeassistance andadviceoftheCityAttorney orhisorherrepresentative in conformity withthepurposeoftheserulesinafairandexpeditious manner. Thedecision ofthe Presiding Officermaybereversedonlybyamajority voteoftheCouncil. Rule4. Interpretation. Theserulesareintended tosupplement andshallbeinterpreted toconform withthestatutesoftheStateofIowaandtheordinances oftheCityofTiffin. SectionII. TimeandPlaceofMeeting Rule5. RegularMeetings. FormalCouncilmeetings shallbeheldonthefirstandthirdTuesday ofeach monthexcluding holidays, inTiffinCityHallCouncilChambers inTiffin, Iowastartingat7:00 o'clockp.m.,CentralStandard Time, orCentralDaylight Time,whichever isineffectintheCityof Tiffinatthetimeofsaidmeeting. Rule6. WorkSessions. WorkSessionmeetings areheldonthesamedayasFormalmeetings, startingat 6:00o’clockp.m. WorkSessionmeetings arefordiscussion byCouncilandguidance toCity staff,butnoformalvotesoractionsaretaken. Meetingdates, times, andlocations maybe changed, orthemeetingwaived, bytheMayor. Decisions regarding scheduling ofmeetingsmay bereversed byamajority voteoftheCouncil. Rule7. SpecialMeetings. Specialmeetings (Formal orWorkSession) maybecalledbytheMayor, City Administrator orbyamajorityofCouncil. Rule8. Quorum. Amajority ofallMembers electedtotheCityCouncilshallconstitute aquorumfor transaction ofbusiness. SectionIII. Agenda Rule9. Preparation ofAgenda. PriortoeachregularorspecialCouncilmeetingtheCityClerkshall publishanAgendawhichcontains allitemstheCouncilanticipates actinguponatthemeeting. Rule10. ConsentAgenda.
