TIFFIN CITY COUNCIL COMMUNICATION
DATE: February 26, 2026
AGENDA ITEM: Discussion and Consideration of Change Order #12 – Boomerang
Corporation – North Park Road Project
ACTION: Discussion
Background
The City’s North Park Road Improvement Project (Project No. STP-U-7662(615)--70-52),
awarded at $5,458,891.91, is currently under construction with Boomerang Corp. as the prime
contractor.
As construction progressed, it became necessary to adjust the detour route originally designed to
run along Croell Avenue. The City requested the detour be relocated to Roberts Ferry Road due
to:
• Increased traffic concerns on Croell Avenue
• Additional detours already in place for other construction projects within the City
• Improved route safety and circulation for local residents and construction operations
These factors prompted revised detour signage and traffic control measures. The relocation of
the detour route was requested by the City of Tiffin to ensure safer and more efficient traffic
circulation. The contractor and engineer agreed to a fixed price of $2,750.00, which covers all
material and labor associated with adjusting the traffic control signage to Roberts Ferry Road.
Staff Recommendation
Staff recommends approval of Change Order No. 12 in the amount of $2,750.00 for the
STP-U-7662(615) North Park Road Improvement project. This change order adds an item for
additional traffic control work required to relocate the construction detour from Croell Avenue to
Roberts Ferry Road.
