SECTION 26. Severability Clause. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or in any section, provision or part thereof not adjudged invalid or unconstitutional. SECTION 27. When effective. This ordinance shall be in effect after its final passage, approval and publication as provided by law. It was moved by Councilmember Madden and seconded by Councilmember Stratton, that the foregoing ordinance be given its first reading and that the rule that an ordinance must be received and filed at two (2) meetings prior to the meeting when the final action is taken be dispensed with. The ordinance was then given its first reading on the 12 day of September, 1979, after which it was discussed. Councilmember Potter then moved the ordinance be placed upon passage and be adopted. Councilmember Morgan seconded the motion.
