the sewer system and that amount, plus penalties, shall be collected in the same manner as other taxes, if not paid when due. Sewerage service to the property for which rent has not been paid may be suspended until that payment is made. Section 9. Repealer: All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 10. Savings Clause: If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid and unconstitutional. Section 11. When Effective: This ordinance shall be in effect from and after its passage, approval, recording and publications as provided by law.
