Minutes of Special Meeting, Tiffin Town Council, November 8, 1971, Tiffin, Iowa. Mayor Dale Flansburg presiding. Councilmen present: Kandy Kobold, Don Davis, Ted Spivey, and Glenn Potter. Absent: Ned Allen. Also present: Attorney Ralph Neuzil, and Bob Sadler. The purpose of the Special Meeting was to discuss a building permit to Mr. Robert Sadler and the proposal for water, sewer lines and etc. Glenn Potter made a motion to have Mr. Neuzil draft an ordinance to make the land on the South side of Highway 6 (approximately 110 feet in depth by 450 feet) commercial. Kandy Kobold seconded. All in favor by roll call vote. Discussion: The council agreed to install a catch basin so that the old sanitary sewer line can be utilized. The catch basin would go inclose to the existing culvert. Mr. Sadler agreed to stand one-half the expense if the town would put it in. Glenn Potter made a motion that the town install the catch basin, located on the South side of proposed Lot 1 near the existing culvert and run the tile West to the abandoned sanitary sewer. Ted Potter seconded motion. All in favor by roll call vote except Don Davis who abstained. Water: The council discussed a time limit on getting permanent water lines into lots one through five on the preliminary plat presented by Mr. Sadler. Street Surfacing: The council agreed that within 1 year the town would resurface a continuation of College Street leading to the apartments, providing the final plat s accepted by the council. Off Street Parking: That the necessary space needed to accommodate sufficient parking would be that for 6 cars. Ted Spivey made a motion to grant Mr. Sadler a building permit for apartment on Lot #2 of preliminary plat providing Mr. Sadler signs agreement containing provisions of Ordinance #56. Don Davis seconded. All in favor by roll call vote. The acting clerk was asked to call Bill Bream and ask him to contact Mr. Slade about being Santa Claus. Glenn Potter made a motion to adjourn.
