Minutes of Regular Council Meeting, April 5, 1972, Town of Tiffin, Tiffin, Iowa. Mayor Stratton presiding; Councilmen present: Davis, Potter and Kobold & Att. Neuzil. Councilmen absent: Bream and Spivey Also present: Mr. Fisher from Johnson County Health Dept., Frank Gilstrap and Mr. Shoemaker representing Water Quality Management Inc. Consultants. John Hayek, Louis Voparil, Bob Sadler, Ray Scheetz, Ken Ingham, Bev Birtcher, Mr. and Mrs. Al Miller and Ken Herdlika. Mr. Fisher from the County Health Dept. spoke to the Mayor and Council about the condition of the Sewer Treatment Plant. He said the last 3-4 months the plant operation has been down to the point of great concern. The Dept. felt the Council should be fully informed on this matter. However the last 2 samples taken from the plant were excellent and he felt the plant was operating much better. He said the Board is concerned about the plant handling a Trailer Park, due to the past operation of the plant. They are concerned whether the plant can handle what it already has--- They feel it is getting a heavy load from the Locker Plant at present. Frank Gilstrap from Water Quality Management talked with the Council about the types of services they have available. He said Mayor Stratton had contacted him in January concerning the Sewer Plant. He gave the Council several copies of a service contract for them to read over concerning their service, and to contact him when they decided about this matter. Mr. Shoemaker discussed with the Council about a Polishing Pond. He stated that Hawkeye Engineering is independent of the Water Quality Management. But Water Quality Management would make recommendation on this matter and help the Council every way possible. Discussion: Possibility of the Town getting Federal Aid for building Pond and State Aid. Mr. Scheetz presented to the Council a plat plan for a Trailer Court to be built on his land south of the railroad tracks. He requested a permit for the Park according to the plat plan presented at this time. (69 lots - 90ft. by 50ft.) Discussion: Mr. Scheetz stated it would probably be at least a 5 year program to develop if not longer. Presently is proposing to dig the present pond deeper, and use this dirt for fill on other parts and to drain much of the land on the north-east side. Council questioned the size and type of material to be used in the construction of water and sewer systems. A Special Council Meeting will be held April 12, 1972 at 7:30 P.M. to discuss Mr. Scheetz's proposal further and he is to contact the Town's Engineer about water and sewer construction. Glenn Potter made a motion to reject the application for a building permit for a 12 plex presented to the Council by Louis Voparil. Kandy Kobold seconded. All in favor by roll call vote. An application for a building permit for an 8-plex was presented to the Council from Louis Voparil. This application had been filed with the Clerk by registered on March 31, 1972. Discussion: Residents present dislike the proposed street parking on the south side of the proposed 8-plex. It was suggested that the proposed 8-plex be moved south to property line and part off of street parking be situated between the 2 duplexes, and to the west, behind the buildings.
