Minutes of Regular Council Meeting, April 4, 1973, Town of Tiffin, Tiffin, Iowa Mayor Stratton presiding: Present: Birtcher, Kobold, Potter, Spivey. Absent: Janssen. Town Clerk, Judy Smith Att. Neuzil present. Mayor asked Kandy Kobold, Deputy Clerk to take minutes. Minutes of March 7, 1973 meeting read and approved with the stipulation that the Clerk contact the Revenue Sharing Dept, advising Hawkeye Engineering has been paid $1056.72 with Revenue Sharing Funds. Ted Spivey made a motion to approve the minutes with the above stipulation. Glenn Potter seconded. All in favor by roll call vote. Sadler Discussion: The reason he states he hasn't black-topped the drive into his 4-plexes, is because his tenants wouldn't park in the culdesac. Glenn Potter made a motion to give Sadler an extension until July 1, 1973 to complete his Agreement with the Town on black-topping. Ted Spivey seconded. Vote: Aye, Ted Spivey, Glenn Potter and Kandy Kobold. Beverly Birtcher-abstained. Att. Neuzil- If isn't done by then, Town could do it and have it assessed as a lien to his property. Clerk to have Sadler-Town Agreement recorded at the Courthouse. Mr. Sadler has only one water meter, but is considering having 10 meters. Water Quality Management discussed- either using their facilities for testing or building our own Lab. Glenn Potter made a motion to pass a resolution entering into an agreement with Iowa City to use their Landfill. Beverly Birtcher seconded. All in favor by roll call vote. Mr. Neuzil reported that Lone Tree has an agreement with the hauler that collects from individuals, the Landfill bills the Town and the Town bills the hauler for that amount. Hills collects a $1.00 fee added on to the water and sewer bill. Business places arrange for own disposal. Ted Spivey made a motion to accept the following money. Beverly Birtcher seconded.
