The Treasurer's report was postponed until later in the meeting.
REPORTS
Streets - The pedestrian walkway on Third St. has been installed and marked. A stop sign at Third and College Sts. will be installed and also, a Dead End Street sign will be posted at College and Railroad Sts. in an effort to curtail through traffic on College to Marengo Road. Street repairs are in order at this time.
Smith moved to expend no more than $50.00 in sub-contract to the Secondary Road Dept. for center-line marking on farm-to-market roads from railroad crossing to Railroad St., to Grant St., to Marengo Rd., and from Marengo Rd. on Roberts Ferry Rd., to north city limits. Morgan seconded. Motion carried.
Recreation - Potter moved that the agreement to accept funds for a memorial fund for Ike Potter for a baseball project made on March 5, 1975, be rescinded because the City does not have the facilities to carry out the requested project, providing the memorial fund Trustee will agree. Judy Smith seconded. Motion carried.
Environment - Tom Morgan, as chairman of the Citizen's Fall Clean-Up Day committee, that September 20th is the date set. The City is in no way encumbering funds for the project, but the individual City officials are offering their services for the betterment of the community. Morgan will be surveying the excess weed growth in the community. It was reported that property owners should make every effort to cut weeds and control weed growth because it is a health hazard.
Sanitation and Water - It was reported that a break in the water main on Marengo Rd. near the Bartel property had been repaired. The supplier for chlorine will no longer be handling liquid chlorine. It was proposed that powdered chlorine be used at a savings to the City. This will be studied. The question of sewer and water hook-up fees was discussed. Unimproved lots which owners now wish to improve and on which no revenue or rent has been paid since the original installation will be charged $250.00 for sewer hook-up and $100.00 for water hook-up. If the owners paid $25.00 for a water permit when the City installed the system, then the remainder $75.00 is due the city at the time of request for hook-up. This is for each lot only.
Judy Smith reported that the City of Tiffin cannot publish official documents in the Coralville Courier or the Clear Creek Leader because neither of these newspapers fulfill the legal requirements. The Coralville Courier has been recognized as qualifying legally, but they do not have a paid general distribution in the City of Tiffin. The Clear Creek Leader has a general circulation in the City of Tiffin, but not as paid subscriptions. Therefore, the Council cannot save money in printing costs for the community, as has been suggested, or implied. The City can post Ordinances and Federal Revenue Reports in three official posting places within the City. Smith moved to read Ordinance #70 establishing official posting places to publish and place notices and ordinances at Tiffin City Hall, Frank's Service, Inc., Slim's Tavern and Plansburg's Hardware. Morgan seconded. Motion carried. Potter moved to disense
