Discussion was held about the pending budget procedure. Request was made to incorporate an equipment and materials inventory, and labor distribution figures into the budget process. Also, it was recommended that the council set goals by program in the budget process. Council agreed that $500.00 be budgeted for Planning and Zoning programs. The Mayor reported that the Budget forms are in a more simplified form for Fiscal '76 & '77 than the past form. The process should not be as time consuming for this year.
It was suggested that the Council meet in extra sessions to revise city ordinances. No action was taken on this suggestion.
G. Potter volunteered to help T. Morgan. Street committee had obtained an estimate for needed repairs to Railroad St. correcting the annual drainage problem.
Normal order of business was suspended to hear Jim McGrabb give details on his proposed Agri-Structure building plans. Mr. McGrabb states that two buildings will be erected, one 24' x 25' office and display building, and one 50' x 100' storage bldg. No manufacturing will be done at this site.
After Council action on Mr. McGrabb's request for a building permit normal order of business was resumed.
A report was made concerning "abandoned" cars and trucks near the City Park. It was determined that the owners of said cars or trucks be notified that abandoned vehicles should be moved from the street. The Mayor will notify the owner or owners that vehicles abandoned on City streets have to be moved.
Atty. Neuzil asked for clarification on some details for the ordinance he is drafting for a solid waste removal program. Council concurred that the ordinance be written to cover residential users only, and that a dwelling unit be designated the same as the existing sewer unit.
It was reported that the Coralville Council committee will contact the Tiffin Council committee regarding the law enforcement program that is being discussed.
The Clerk was directed to write a letter to Mr. and Mrs. Slade informing them of the action taken at this meeting with respect to their written request.
