Clerk-Treas. Notes from January 12, 1977 regular Council Meeting. The Mayor read a letter from John Cloyd, manager of the Clear Creek Auto, requesting that they be allowed to use a private garbage carrier and be exempt from the City trash removal service. Mr. Cloyd was present and discussed the matter with Council. It was reported that the December Community Open House was deemed successful. The need for a part-time waterworks operator was discussed. The possibility of Dennis Brown becoming a certified waterworks operator was voiced. More information on this matter will be obtained and discussed in the future. Potter reported on the use of sewer cleaning equipment by the City of Oxford. It was decided to charge $10.00 per month plus supplies for using the facilities. The Clerk-Treas. is to ask the Iowa Dept. of Revenue if tax is to be collected and paid on this service. After a certified appraisal of $12,000.00 was received for the Vouill property, 271 Main St., by Mayor Hazel, Council decided to offer to buy the property for this amount. Council discussed several future problem areas that may arise if the City continues to develop the City Park as a playground. It was suggested that the alley way be closed to through traffic and that the "town shed" be relocated. Any further decisions by Council concerning the Schetz Mobile Home Park are pending further clarification from H.U.D. A letter from the Iowa Dept. of Environmental Quality set the deadline for sealing the sewer effluent ponds as May 1, 1977. Council will continue to work with Howters Engineering regarding this matter. The Council, Sheriff Hurtes and Deputy Lewis spent approximately 2 hours discussing law enforcement problems. If the community requires full-time law enforcement it would take 2 or possibly 3 full-time peace officers. The Sheriff will check to see if these peace officers have to be academy graduates under Iowa law. The Sheriff recommended that the proposed contract for Sheriff dept services for Tiffin be set at 10 hours per week at 6.00 per hour. The Sheriff's dept. will ticket parking offenders if the City has supporting ordinances. The Clerk-Treas. was directed to send a copy of ordinance #54 which prohibits parking along side of Maringo Rd., Hwy 46. The town vehicle may be used by Station to transport stray dogs and cats out of the City when this becomes necessary. The Clerk-Treas. was directed to write delinquency letters for the waterworks 5 days after the second rental delinquency.
