TOWN OF TIFFIN Tiffin, Iowa 52349 Tiffin City Council held regular session July 12, 1978, 7:30 p.m. at City Hall. Mayor Formanek presiding called roll at 7:37 p.m. Council present: D. Madden, J. Stratton, G. Potter, R. Sheridan, T. Morgan. Others present: D. Base, J. Schneider, R. Kratonska, R. Samesz, E. White, L. Voparil and P. Elsenoff. Morgan moved to approve regular meeting June 14th minutes. Potter seconded and motion carried through. Stratton moved to approve June 20th special meeting minutes. Sheridan seconded and motion carried through. Potter moved to accept June financial report. Stratton seconded and motion carried through. Stratton moved to authorize Shive, Battery & Assoc. to apply for Iowa Rural Community Grant for City of Tiffin. Sheridan seconded and motion carried through. Potter moved to allow general smoking in all public facilities. Morgan seconded and motion carried through. Sheridan moved to approve State Dept. of Health permit from May 1, 1976 to May 1, 1977 submitted by Raymond Scheirer, Schenetz Building & Equip., Inc. for Clear Creek Mobile Home Park. Potter seconded and motion carried through. Mayor Pro-Tem Potter conducted meeting temporarily. Stratton resolved to appoint Ed White as Chief of Police and authorized him to appoint persons as his deputies to provide law enforcement to City of Tiffin up to a period of 4 hours per week for $8.00/hr. effective August 1, 1978 until such time as 30 day written notice of termination. Sheridan seconded and motion carried through. Morgan moved to approve request for remodeling permit for John Schneider, d.b.a. Elm's upon receipt of $25.00 and specifications for remodeling within two weeks of July 12th. Sheridan seconded and motion carried through. Stratton moved to approve Class C beer permit request from Louis Voparil, d.b.a. Camp's Grocery subject to receipt for necessary fee and surety bond. Sheridan seconded and motion carried as follows: Sheridan, Madden, Morgan and Stratton; Ayes. Potter, Nay. Sheridan moved to approve cigarette permit subject to receipt of fee and application. Morgan seconded and motion carried through. Madden moved to approve F.H.A. water fund report for fiscal 1977-1978 which was discussed. Stratton seconded and motion carried through. Mayor Formanek called executive session at 10:30, for the purpose of discussing employee hiring. Returned to open meeting at 11:45 p.m. Sheridan moved for Council employ Beth Steinke as Clerk-Treas. effective August 1, 1978. Stratton seconded and carried as follows: Morgan, Stratton, Sheridan, Madden; Ayes. Potter, abstain. Morgan moved to permit Clerk-Treas. to employ Beth Steinke as temporary help @ $3.00/hr. until she assumes Clerk-Treas. position. Potter seconded and motion carried through. Potter moved to pay bills and accept receipts as follows: Madden seconded and motion carried through.
