Clerk's notes from the August 13th Regular Session. Mr. and Mrs. Duane Smith presented Council with a building permit for a garage. The Smiths were directed to present their building permit to the Zoning Commission which is presently being formed, at a Special Meeting which is tentatively planned for the week of August 18th. Attorney Sladek discussed some changes proposed by Mr. Voparil concerning the purchase agreement on the property adjoining the fire station. Council did not feel that they could act on this as these were not the terms discussed at the Public Hearing on August 22. Mr. Sladek advised Council that an official zoning map be kept in his office. This would enable property owners to know what zone they are in. The Zoning Commission would decide what the zoning should be, and present it to Council in a Public Hearing. Council seems to favor "spot" zoning existing businesses. Attorney Sladek advised Council to decide what land Tiffin would want annexed, and do so all at one time. He stated that it is a fairly easy process which takes approximately 6 months. Barbara Murray discussed the possibility of having a student in the Parks and Recreation Dept. design Tiffin a park at no cost. This plan could be kept on file for future use. Council extended an invitation to do so. Barbara also discussed the possibility of Council applying for a grant through the Heritage Agency on Aging. This money would be used to purchase or renovate an older building for use by senior citizens, but could also be used as office space. Funding would not be possible until a year from October. The Clerk was directed to take abstracts from safe deposit box to Mr. Sladek's office. Also, the Clerk was directed to have Mr. Sladek draw up job and sick leave descriptions for city employees. The police have been authorized to increase their hours from 25 up to a maximum of 40 hours per week until expiration of their current contract.
