The Tiffin City Council met in regular session on Wednesday, July 9, 1980 at the Tiffin Methodist Church. Dan Wilkerson of Slim's Saloon addressed the Council during community forum about opening an outdoor beer garden. If approved, the Council would require a fence around the entire area high enough to block the view from the outside and high enough to keep everyone inside and establish a curfew at dusk. Council will take it under consideration. Wilkerson will bring specific plans for fence to regular meeting in August. Mayor Formanek called meeting to order at 8:00 p.m. Councilmembers present were Madden, Potter, Spivey, Rohret, Williams. Also present were Mike Kammerer, Louis Voparil and Dennis Saeugling. Motion by Rohret, second by Spivey to approve minutes of regular meeting on June 18, 1980 and special meeting on June 16, 1980. Motion carried. Ralph Brown's salary determination was deferred until regular meeting in August. Discussion concerning building permit application for lot #4 Sadler Addition. Agreement between L. L. Pelling and Streb Construction Co., Inc. for finishing cul-de-sac does not have a completion date. Builders told to run gas line on east side of street and water line on west side of street and not to drain sump pump directly into sewer line. Brown will oversee. Motion by Rohret, second by Spivey to contact Attyroeny John Sladek and file an injunction against owner of lot #4 Sadler Addition for erecting a building without obtaining a building permit. Roll call vote: Madden, aye; Potter, aye; Spivey, aye; Rohret, aye; Williams, aye. Motion carried. Dennis Saeugling of Hawkeye Engineering requested Council to amend the stipulation for building permit for lots #8 and #9 Sadler Addition to read that the two sewer lines will enter lot #4 instead of lot #3. Council reconsidered request. Motion by Rohret, second by Potter to amend stipulations for building permit for lots #8 and #9 Sadler Addition to require that the city be provided with recorded easements from the property owner of lot #4 Sadler Addition which allows two sewer lines to enter lot #4 from lots #8 and #9 and lines will enter low at the manhole. Roll call vote: Madden, aye; Potter, aye; Spivey, nay; Rohret, aye; Williams, aye. Motion carried. All other stipulations remain the same. Motion by Rohret, second by Potter to set date for public hearing on proposed ordinances for Wednesday, July 16, 1980 at 7:30 p.m. Motion carried.
