The Tiffin City Council met in regular session on Wednesday, June 9, 1982 at the Tiffin Methodist Church. Mayor ProTem Cox called the meeting to order at 7:35 p.m. Councilmembers present were Brown, Spivey, Rohret and Cox. Stevens arrived at 9:20 p.m. Mayor Brotherton was absent. Also present were JCCOG representative Barbara Murray, Engineer Mike Kammerer, Attorney John Sladek, Mary Aspemeier, Chris Rohret, Mary Formanek, Lloyd Williams, Tim Spivey, Tom Morgan, Larry Beuter, Jim Neuzil II, Bill Eggers, Lonnie Detert, Melvin Reeve, a representative from L. L. Pelling, Co. and other citizens. Melvin Reeve addressed the Council during community forum. He stated that he had a problem with people dumping debris into the ditch/creek on his property directly east of Tiffin limits, and with putting cement and non-burnable items on the brush pile which is located partially on his property and on the railroad property. Council agreed to post signs which prohibit dumping into the creek and allow only brush and tree limbs to be placed on the burning pile. In exchange for use of property for the burning pile, the city mows that portion of surrounding ground. Mary Formanek addressed Council during community forum on behalf of citizen concern about loss of agreement with Coralville Public Library. She stated that Tiffin could use a special tax to raise money specifically for library services. She also suggested a group could sponsor a fund raising activity and donate the money to the city for the specific library use. Item will be places on next month's agenda for further discussion. Motion Spivey second Brown to approve agenda. Carried unanimously. Motion Spivey second Rohret to approve minutes of regular meeting on May 12, 1982. Carried unanimously. Mayor Protec Cox opened sealed bids for 1982 street repair program. Engineer Kammerer read bids as follows: <table> <tr> <th></th> <th>Lamborn Const.</th> <th>Improvement</th> <th>L.L. Pelling Co.</th> </tr> <tr> <td>total base bid</td> <td>7779.12</td> <td>8455.16</td> <td>7230.28</td> </tr> <tr> <td>Alternative no. 1</td> <td>781.92</td> <td>796.40</td> <td>738.48</td> </tr> <tr> <td>Alternative no. 2</td> <td>894.85</td> <td>862.31</td> <td>813.50</td> </tr> <tr> <td>Alternative no. 3</td> <td>832.70</td> <td>802.42</td> <td>757.00</td> </tr> <tr> <td>Alternative no. 4</td> <td>1038.95</td> <td>1001.17</td> <td>944.50</td> </tr> <tr> <td>Alternative no. 5</td> <td>885.50</td> <td>853.30</td> <td>805.00</td> </tr> <tr> <td>Alternative no. 6</td> <td>1000.00</td> <td>800.00</td> <td>800.00</td> </tr> </table> Engineer Kammerer recommended accepting base bid plus alternative six (patching) and then asking Ralph Brown to patch as much as possible.
