The Tiffin City Council met in regular session on Wednesday, January 12, 1983 at the Tiffin Methodist Church. Mayor Potter called the meeting to order at 7:30 p.m. Councilmembers present were Brown, Cox, Rohret, Spivey. Stevens was absent. Also present were Judy Aspelmeier, Ray Scheetz, Mike Kammerer, Chris Rohret, Barbara Murray and Mary Hoefer. During community forum Potter reported that the Booster's Club of the Clear Creek School asked about installing septic tanks on the athletic field instead of renting portable facilities. Potter placed the item on the agenda for the regular meeting in February. During community forum Cox stated that the clerk will rotate the roll call from now on in order to take pressure off of the last person in a controversial vote. Motion Cox second Brown to approve agenda. Carried unanimously. Motion Rohret second Spivey to approve minutes of special meetings December 8, 1982 and December 21, 1982 and regular meeting December 8, 1982. Carried unanimously. Mr. TePaske was not present to discuss the fringe area study. Item will appear on next month's agenda. Ray Scheetz asked council for approval of permanent permit for operation of Clear Creek Mobile Home Court. Council took into consideration the recommendation for approval by the Planning and Zoning Commission and letters of recommendation from Attorney Hoefer and Engineer Kammerer. Kammerer asked Scheetz to eliminate lot no. 28 because due to the fact the the other lots on the east street had been expanded, lot 28 was too small to meet requirements of the ordinance. Kammerer also asked if the shifting of lot lines made any trailers sit on a lot line. Stevens arrived at 7:35 p.m. Scheetz stated that there is a trailer sitting on lot 28 now. He stated that part of the dike could be included in lot requirements for lot 28 in order to meet requirements of size and area. Motion Brown second Cox to approve request by Ray Scheetz for permanent permit to operate Clear Creek Mobile Home Park. Carried unanimously. Council reviewed recommendation from Planning and Zoning Commission to amend Zoning Ordinance No. 1979-83 to require a super majority approval by the council to override any negative recommendation by the Planning and Zoning Commission. Murray pointed out that this gives more weight to keeping zoning as it is. Stevens asked for clarification that if the P & Z Commission recommends approval, it will still take a simple majority for council to deny request. Brown stated that it would be harder to change present zoning this way and that the P & Z will hold public hearings on all zoning requests. Council set date for public hearing to consider amendment to Ordinance No. 1979-83, Zoning Ordinance, to require a super majority approval by the council in order to override a negative recommendation by the Planning and Zoning Commission, for Wednesday, February 9, 1983 at 7:00 p.m.
