Motion Stevens second Brown to approve request by Lark for renewal of Class "C" liquor license effective May 1, 1983. Roll call vote: Spivey, aye; Rohret, aye; Stevens, aye; Cox, aye; Brown, aye. Carried unanimously. Potter reported that he talked with Superintendent Baker about disposing of rubble from old school on highway 6. He stated that the school wants to burn the debris because if they bury it the ground will not have a good resale value. However, the DEQ will not allow burning of the school debris and it is also against city ordinance. Rohret pointed out that the shingles would not burn well. Potter stated that the ideal solution would be for the contractor, Lowell Zimmerman, to haul away the rubble. If it is buried the city would not be able to get as much from taxes because the ground would not be worth much to a buyer. Hoefer pointed out that burning the rubble would be in violation of the nuisance ordinance. Potter instructed the clerk to send a copy of the ordinance against burning to Mr. Baker and Board Chairman Jim Bowman along with any information from the DEQ. Spivey stated that the city could not act against state law. Potter asked if something could be worked out to allow burning. Hoefer stated that the school would still have to contend with the DEQ. Rohret stated that this was not a city problem. If the school wants to bury the debris and make the ground less desireable, it is the school's problem only. Brown stated that the notice about no burning sent with the water bills last fall caused some people to put the leaves in the ditch and leave them there. This caused some problems with water flowing through the culverts. The burning dates that fall were too early because the leaves stayed on the trees longer than usual. Motion Brown second Cox to set dates for burning of garden debris from April 24 through May 8. Carried unanimously. Council instructed clerk to send notification with water bills of burning dates for garden debris and to ask people to clean out ditches because of clogged culverts. Council agreed that they would not do any major street repair work this year because of lack of funds and apparently the two corners in need of work cannot be reaped properly. Ralph Brown will patch street as needed. Clerk reported that city spent $860. this year for animal control, and that the budget program is overspent by $85.00 after April bills are paid. Rohret stated that the city is spending too much on animal control. He felt it would be a one-time expenditure to clean out the dogs and not an ongoing cost. Cox stated that the city has an animal control ordinance and it should be enforced. Rohret stated that Tiffin should offer other services to its residents, such as library service, instead of spending so much for animal control. Stevens asked if the animal problem was tapering off. Clerk stated that the dogs have tapered off but
