The Tiffin City Council met in regular session on Wednesday, April 13, 1983 at the Tiffin Methodist Church. Mayor Potter called the meeting to order at 7:30 p.m. Councilmembers present were Cox, Brown, Spivey, Stevens and Rohret. Also present were Mike Kammerer, Judy Aspelmeyer, Barbara Bechtoldt, Mary Hoefer, Harley Stapes, Larry Beuter, Ralph Stoffer, Melvin Reeves, Chris Rohret and several members of the high school government class, Tom Cilek, Bill Bream and Don Bream. No one spoke during community forum. Motion Spivey second Rohret to approve agenda. Carried unanimously. Motion Stevens second Spivey to approve minutes of regular meeting March 9, 1983 and special meetings March 9, March 23 and April 6, 1983. Carried unanimously. Potter reported that the Planning and Zoning Commission met on April 9th and made recommendation for approval of Bill Bream's request for A-1 zoning of area south of Railroad Street where his business is located. The P & Z Commission also made plans to meet and develop a more restrictive zoning for that area in the future. Bream stated that he would go along with a more restrictive zoning which disallowed chemicals, fertilizer, fuel and livestock. He stated that he just wants to put up a building for storage of materials which are currently outside on the grounds because vandals have recently put some materials onto the railroad tracks in an effort to derail trains. Hoefer stated that as long as the council planned to rewrite ordinance, one alternative would be to redefine commercial to include what is wanted in that area and develop another commercial zone because it might seem to be more of a commercial business than an agricultural business. The procedures would be the same and the council could still give Bream an idea tonight. Cilek stated concerns that changing the ordinance classifications would be too lengthy. He stated that Bream wanted an indication of whether or not it would be rezoned tonight so that he could go ahead with the expense of surveying the property for a legal description. Hoefer pointed out that whatever the vote was tonight it would not be binding. The council still needs to receive the legal description of the property before it can pass the ordinance which would actually rezone the land. Cilek stated that a vote tonight would make them feel better about going ahead with the survey. Motion Cox second Brown to approve A-1 zoning, pending legal description and final passage of ordinance, for tract of land located between Railroad Streets and railroad tracks beginning several feet west of Main Street and running approximately 600 feet to the west from R-1 (single-family residential) to A-1 (Agricultural). Roll call vote: Cox, aye; Brown, aye; Spivey, aye; Rohret, aye; Stevens, aye. Carried unanimously.
