The Tiffin City Council met in special session in conjunction with the Planning and Zoning Commission on April 14, 1983 at the Tiffin Methodist Church in order to conduct a workshop to develop an amendment to the Zoning Ordinance. Mayor Potter called meeting to order at 7:00 p.m. Councilmembers present were Brown, Cox, Spivey, Stevens and Rohret. Commission members present were Rohret, Bartels and Stapes. Stratton, Hoyt and Langenberg arrived at 7:30 p.m. Kacena was absent. Also present was John Sladek and Barbara Bechtoldt. No one spoke during community forum. Motion Brown second Stevens to approve agenda. Carried unanimously. Potter explained that Bill Bream wanted to build a storage building on the present site of Bream Bins and Buildings in order to move the materials which are currently stored outside to a safer place because vandals have been bothering his materials. Bream cannot build another storage building because he is presently in an R-1 zone. On Saturday, April 9th the P&Z Commission made recommendation for approval of Bream's request for A-1 zoning. They also recommended that a more restrictive zone be developed which disallows several types of undesireable business such as fuel storage, chemical and fertilizer manufacturing and storage, feedlots. The Council gave approval at its meeting on April 13th, pending legal description, for A-1 zoning of that area. Sladek: Who owns the ground and how much would be rezoned? Potter: The Chicago, Rock Island Railroad owns the ground and Bream leases about 600 feet between Main and College Streets. We do not have the legal description, yet. Sladek: I would recommend creation of a new zone and making it very restrictive. But I'm nervous about you making those concessions in that area of town. If you want to, that's fine. Make it as narrow as possible, so no other use can be made of it. I did not realize it was owned by the railroad. Could require a low height, a large lot size which would allow only a minimum number of lots. Parking is probably not a problem right now. I see a commercial zone as opposed to agricultural so there could not be any misintent of its use. You do not want elevators or high truck traffic. Cox: Could we leave it R-1 and Bream go to the Board of Adjustment for a variance? Sladek: I think he could do that. Cox: He would have a good cause because of the vandalism of his materials. Sladek: What he wants to do is conforming to the non-conforming use it already enjoys. Mary feels you've already made some sort of commitment to Bream.
