The Tiffin City Council met in special session on Wednesday, August 17, 1983 at the Tiffin Methodist Church in order to tentatively accept a bid for the 100,000 gallon water tower. Mayor Potter called the meeting to order at 7:00 p.m. Councilmembers present were Spivey, Rohret and Brown. Cox and Stevens arrived at 7:05 p.m. Also present were Attorney Hoefer, Engineer Hart, Barbara Bechtoldt, Judy Aspelmeier. Glenn reported during community forum that the city is having problems with duck weed on the effluent ponds and that a mower for the tractor had also been purchased. Motion Rohret second Brown to approve agenda. Carried unanimously. Hoefer reported that Hart recommended that the council should not accept a bid until financing was firm and the permit to build had been approved. Bechtoldt reported that an application for the Iowa Community Development Loan had been submitted for $40,000 since jobs could be created if the new school was put in Tiffin and if Tiffin accepted Gface's annexation proposal. The city would match the loan with $20,000 of its own. Repayment would be made in eight years. Loan approvals will be granted on September 15th. Hoefer reported that the First National Bank was not making a commitment as to whether interim financing would be available through their bank if needed or whether they would loan the $25,000 on stamped warrants. She stated that the city could go with general obligation bonds if the bank did not help and sell the bonds in October. A RESOLUTION AUTHORIZING THE TRANSFER OF $1,776.00 IN THE WATER FUND FROM RESERVE TO DEPRECIATION was introduced by Rohret and seconded by Stevens. Roll call vote: Brown, aye; Cox, aye; Spivey, aye; Rohret, aye; Stevens, aye. Carried unanimously. The clerk explained that FMHA requirements for a funded depreciation account had been met by Dee Gosling firm with a schedule of $3,250 per year and by transferring the excess from reserve which is required to hold only $6,000. the city could offset the first year's drain on the budget by $1,1776.00. Motion Rohret second Spivey to approve the Farmer's Home Administration Annual Financial Statement for the Water System. Carried unanimously. Cox reported that he had talked to Hart about smoke testing the sewer lines in September. Hart will have a proposal at the September meeting. Hart reported that the Dept. of Air, Water and Waste Management would approve the permit for the water tower by September 7th. If the council accepts a bid bid before that date and the Dept. changes any of the specifications, the city is at a disadvantage because it has to negotiate with the contractor. This could also cause legal problems. Hart suggested awarding the contract contingent upon permit and firm financing because the city would not be bound legally to the contractor but the contractor could go ahead and get sub-contractors lined up.
