The Council investigated and found that a notice of intention to institute proceedings for the issuance of $65,000 General Obligation Water Bonds had been duly published as provided by law and that this is the time and place at which the Council shall receive oral or written objections from any resident or property owner of the City. The Clerk announced that no written objections had been previously filed; the Mayor called for any oral or written objections from any resident or property owner of the City and there being none, Mayor announced that the Council may take additional action for the issuance of the bonds.
This being the time and place fixed in the published notice for the consideration of proposals for the purchase of the aforementioned bonds, the Mayor announced that sealed bids had been received and filed.
Thereupon, the Mayor called for open bids, and after all of the open bids had been received, the substance of such open bids was noted in the minutes, as follows: none. Motion Spivey, second Stevens to close oral bids at 7:32. Whereupon sealed bids were opened and read and the substance of such sealed bids was noted in the minutes, as follows:

After the consideration, the Mayor put the questions on the motion and the roll being called, the following named Councilmembers voted: Ayes: Brown, Cox, Spivey, Rohret, Stevens. Nays: none. Whereupon, the Mayor declared the resolution duly adopted. It was also noted that both E.F. It was moved by Councilmember Spivey and seconded by Councilmember Rohret that this meeting be adjourned to the 14th day of December, 1983 at 7:30 p.m. at the Tiffin Methodist Church at which time and place the Council will take action for the issuance of the aforementioned bonds and to provide for the levy of taxes to pay the same and to transact such other business as may come before the meeting.
