A RESOLUTION PROVIDING FOR THE ISSUANCE OF $65,000 GENERAL OBLIGATION WATER BONDS AND PROVIDING FOR THE LEVY OF TAXES TO PAY THE SAME was introduced by Spivey. Stevens moved that said resolution be adopted, seconded by Cox. Whereupon, the Mayor put the question on the motion and roll being called, the following named Council Members voted: Ayes: Brown, Cox, Rohret, Spivey, Stevens. Whereupon, the Mayor declared said resolution duly passed and adopted and signed approval thereto.
A RESOLUTION ADOPTING THE ROAD MAINTENANCE AGREEMENT BETWEEN THE CITY OF TIFFIN AND THE JOHNSON COUNTY BOARD OF SUPERVISORS CONCERNING ROBERTS FERRY ROAD IN POTTERFIELD ANNEXATION was introduced by Councilman Rohret and seconded by Spivey. Roll call vote: Brown, aye; Cox, aye; Rohret, aye; Spivey, aye; Stevens, aye. Carried unanimously.
Lynch presented a letter written to Earl Volkman about his property at 210 Summerhays Street which advised him to correct nuisances. Mayor Potter will add specific nuisances and actions to abate and sign and mail letter certified. Potter reported that a junked car was removed by the Sheriff's Department from in front of 210 Summerhays Street.
Jo Rabenold, Coralville animal control officer, reported that she would take cats and board at the Coralville animal shelter, space permitting, if one of the councilmembers brought the cats to Coralville. Cats would be held for three days. If claimed, the owner would pay all expenses for boarding. If adopted, the new owner would pay Coralville fee for adoption. If unclaimed, cats would be destroyed, and Tiffin would pay boarding fee of $5.00 per day and cost of destroying cat. Rabenold will uphold all parts of Tiffin Ordinance. Either party could terminate agreement.
Stevens left at 7:50 p.m.
Spivey asked if it would be legal for a councilmember to pick up cat and turn it over to Coralville and let Coralville operate under its ordinances. Lynch stated that they should operate under Tiffin's ordinance. Coralville could board and release or destroy under Tiffin's authority. Any councilmembers could catch cat - no problem with who picks them up. Will just draw up papers. Minor changes in ordinance might be needed. Spivey will work with Rabenold and instruct attorney to draw up changes or legal documents. Will put on next month's agenda.
Motion Spivey second Brown to appoint Ralph Brown to inspect new constructions to see that they are in line with ordinances and building permits. Carried unanimously.
