Mayor Potter called meeting to order at 7:30 p.m. Councilmembers present were Kobold, Morgan, Cox, Spivey and Stevens. Also present were Bob Herring, Clayton Klein, Chris Rohret, Dave Stoner, Mick Potter, Judy Aspelmeier, John Schumacher, Stephen Greenleaf and several members of the high school government class.
During community forum, Mayor Potter expressed concerns about the police protection in town, stating that he received several complaints about a dirt bike tearing up people's lawns, ruining the dike at the sewer plant, without satisfactory response from the Sheriff's Department.
Motion Spivey second Cox to approve agenda. Carried unanimously.
Motion Morgan second Kobold to approve minutes of April 11, 1984 regular meeting and April 21, 1984 special meeting. Carried unanimously.
Engineer Schumacher submitted bill from Service Enterprises, Corp. in the amount of $10,800.00 for work completed on the tower project. Schumacher stated that the work had been completed and was satisfactory. Council instructed clerk to pay statement.
Potter reported to council that the Board of Adjustment met on April 21, 1984 and approved request by Jerry Madden to place mobile home on lot at 101 Summerhays Street because sewer and water mains run through lot and to reduce back yard requirement on north lot line to three feet.
Motion Spivey second Stevens to approve building permit request by Jerry Madden for 101 Summerhays Street for 14' x 70' mobile home noting that Board of Adjustment granted variance to Ordinance No. 1979-81 to allow mobile home on lot since water and sewer mains run through lot, making it unfeasible to build a house on lot. Carried unanimously.
Motion Cox second Morgan to approve request by Bob Herring for building permit for 56' x 28' home on lot at 200 Summerhays Street. Carried unanimously.
Motion Spivey second Morgan to approve request by Al Seering for building permit to add 8' x 10' deck to front of house at 130 Second Street. Carried unanimously.
Clayton Klein requested rezoning of lots at 301 and 311 Summerhays Street from R-1, single family residential, to R-2 duplex, so that he could build a duplex on those lots. Potter cited ordinances that 1 1/2 parking spaces per unit would be needed. Klein stated that he had plenty of room for parking spaces, and also stated that if he ever sold 8-plex on highway, he would make easement for driveway access to apartments. Motion Spivey second Stevens to refer request by Clayton Klein for rezoning of 301-311 Summerhays Street from R-1, single-family residential, to R-2 duplex, to Planning and Zoning Commission for recommendation. Carried unanimously.
