The Tiffin City Council met in special session on Friday, June 22, 1984 at Tiffin Methodist Church in order to consider request by Service Enterprise Corp. for 30 day extension to water tower project. Mayor Potter called meeting to order at 6:00 p.m. Councilmembers present were Cox, Kobold, Stevens, Spivey. Morgan arrived at 6:20 p.m. Also present were Clayton Klein and John Schumacher. Motion Spivey second Stevens to approve agenda. Mayor Potter reported that Don Johnston from Service Enterprise Corporation telephoned him to ask for 30 day extension to water tower project due to recent rains. Engineer reported that two grade beams still have to be poured and with curing time allowed, it will be July 2 before steel can be erected. Project was begun on April 19, 1984. Service Enterprise Corp. has not contacted engineer about extension. Potter stated that if the City pushes too hard, the contractor might rush through the project and do a poor job. Spivey stated that there was plenty of good weather earlier. Engineer stated that work was not pursued in a timely fashion and that foundation work could have been done prior to rains. The contract specifies a $100.00/day fine for each day after completion date of July 28th. Engineer stated that it would take one to two weeks to switch over to the new tower from the existing system and he assumes that this switching time is included in their request for the 30 day extension. Potter stated that Johnston offered a trade off of labor for some other project if the council awarded the 30 day extension. Engineer stated that contract is set up for three periodic payments and since two payments have been made, the City would not make final payment until after all work is completed. Engineer stated that new pump was not in contract because City could buy on cheaper than through the contractor. Potter will check with Service Enterprise Corp. to see if City can get pump at cost through them. Engineer checked with Latta and price is $1634.00 Motion Spivey second Kobold to give Service Enterprise Corporation a thirty (30) day time extension for completion of water tower project with the stipulation that if the tower is not completed by August 27, 1984, Service Enterprise Corporation will be charged $100.00 per day retroactively from the original completion date of July 28, 1984, until the contract is completed. Roll call vote: Cox, aye; Kobold, aye; Morgan, aye; Stevens, aye; Spivey, aye. Carried unanimously. Motion Cox second Morgan to approve request for building permit from Clayton Klein for duplex at 301-311 Summerhays Street. Carried unanimously. Engineer recommended that the following street repairs be made: seal coat Railroad St. from Grant to Main, scarify and seal coat intersection of College and Railroad, scarify and seal coat intersection of Main and Railroad, scarify and seal coat intersection of Grant and Highway 6, seal coat Grant between Second and Third, seal coat intersection of Grant and Main, patch intersection of Main and Highway 6, and patch Second St. east of Main. Council consensus not to seal any alleys. Engineer estimated cost at $9,600.00 based on scarify and seal coat at $1.60 per sq. yd and seal coat at $0.85 per sq. yd.
