Clerk's notes from meeting between Mayor Potter and Allen Baker and Bob DeWitt from Shive-Hattery Meeting began at 5:05 p.m. on Thursday, August 23, 1984 at Tiffin fire station. Baker reported that he talked with Bob Gish of Service Enterprise and the tower cannot be completed by August 27th. Gish projects September 15th as completion date. He still wants $3400 to repair pits, totally coating the riser pipe and filling the pits in the lower bowl. This repair will take 4 days. Potter asked if this price was too high. DeWitt stated that it was not out of the ballpark, perhaps 10%-20% high. Baker proposed the following compromise and felt that Service Enterprise would go along if council agreed to it: City will forgive the 30 days of late charges and clock begins on August 28th. Service will pay the City $100.00 per day for every day after August 27th up until the tower is finished on the inside and outside. Contractor will repair pits according to engineer's standards and will not charge City for repair work. Once the inside is painted, the paint will need to cure for 7 days until water can be put into tank. Hopefully, contractor's can be working on outside during this time. Clock will stop when inside and outside are completed, and no charge will be made if time elapses during curing process. Potter stated that if Service Enterprise does not agree to this proposal, they will have to pay for first 30 day extension. Baker stated that City need not process another payment until all work is completed. DeWitt stated that company has every incentive to finish work and is responsible for testing. Baker recommended disinfecting tank by putting strong chlorine solution in tank with a little water, letting it sit, and then slowly filling up tank and using that water if it is safe. Potter stated that he was not happy with this situation but that something has to be resolved in order to complete work. Mayor directed Clerk to call councilmembers and get indication of how they'd vote on proposal and notify Baker on Friday morning. Special meeting for formal vote will be held on Monday, August 27, 1984 at 5:30 p.m. at fire station. Potter reported that Latta's put new pipe in well, new 5 horse power pump and repaired valves in water plant because pipe developed hole yesterday. Meeting adjourned at 5:40 p.m. Adelia S. Kern, Clerk-Treasurer
