Tiffin Council minutes Feb. 13, 1985 Motion Morgan second Cox to hire Larry Ryan as temporary animal control officer, pending finalization of contract, at a fee of $20.00 per animal. Carried unanimously. Clerk presented drawing of proposed post office at 321 Grant Street to Council for consideration. Michel: We don't want this next to mother's property. It would devalue her property by 50%. Spivey: It will be privately owned. Does this present a problem? Attorney: The building permit is for a post office. Any business arrangements underlying it is of no concern to the City. It can't change in use later without coming back to the Council. Morgan: How many parking spaces will it have? Attorney: One and one-half per dwelling unit. This is not a dwelling unit, but is allowed under the zoning ordinance. Runge: There will be six to eight parking spaces on the lot including one for handicapped. Cox: Shouldn't it follow commercial regulations? More parking? Attorney: Parking runs with the zoning. Blish: I don't want a parking lot there. Morgan: Anyway, can we stop it? Spivey: Could we be sued later if this is improper? Attorney: People can say anything. Depriving property owners of value and questions about parking are arguments. The use as intended is okay. The question of underlying business arrangement could be the only concern. Spivey: I don't want to lose the post office. Runge: That's the only other choice. Blish: People will walk through other people's yards and customers from the Lark will park there. Spivey: Does this need to be approved tonight? Runge: The lease on the current site expires on March 31st. It has not been renewed. The post office will not build their own building. They advertised for existing building to rent and no one responded. Then they advertised for existing building or new building. I've been told that they would close the post office if worse comes to worst. Potter: Don't worry about where the Lark parks. Cox: Let's get the builder here for a special meeting to answer some questions. Motion Spivey second Cox to defer request by Terry Bergeson for building permit for post office at 321 Grant Street until attorney has had time to do more research into matter and until Mr. Bergeson can be present for meeting.
