Minutes of Tiffin City Council Nov. 13, 1985 The Tiffin City Council met on Wednesday, November 13, 1985 at the Tiffin fire station. Mayor Pro-tem Spivey called meeting to order at 7:00 p.m. Members present were Cox, Morgan, Runge and Stevens. Also present were Stephen Greenelaf, Melody Rockwell, Dave Stoner, Carrie Stratton, Bill Runge and one member of the high school government class. Motion Morgan second Stevens to approve agenda. Carried unanimously. Motion Runge second Stevens to approve minutes of October 9, 1985 with the correction that three signs were approved for the high school art class, and to approve minutes of October 29, 1985. Carried unanimously. Council deferred discussion of multiple sewer units on Lark house because Mr. Thompson was not present. Council set date for public hearing on rezoning request by Tim Blessing for Tuesday, November 26, 1985 at 6:30 p.m. Rockwell reported that income survey was completed and showed Tiffin would qualify for application for CDBG funds with 59% low-to-moderate income households. Council consensus to apply for CDBG funds and set date for public hearing on application for Tuesday, November 26, 1985 at 7:00 p.m. A RESOLUTION ADOPTING CANVASS OF SPECIAL ELECTION OCT. 22, 1985 AND AUTHORIZING FINAL PUBLICATION OF ORDINANCE NO. 135 was introduced by Morgan and seconded by Stevens. Roll call vote: Cox, aye; Morgan, aye; Runge, aye; Spivey, aye; Stevens, aye. Carried unanimously. Council appointed Carrie Stratton to Park and Recreation Commission effective January 1, 1986 to fill term expiring May, 1988 being vacated by Jean Flansburg. Council appointed Ted Spivey to Planning and Zoning Commission effective January 1, 1986 to fill term expiring September, 1988 being vacated by Dave Stoner. Motion Stevens second Runge to direct city attorney to write letter to Perry Beckler and ask him to comply with ordinance No. 83 by hard surfacing driveway and parking lot of P&B Body Shop by July 1, 1986. Carried unanimously.
