Motion Stratton second Flansburg to approve minutes of October 8, 1986 and October 29, 1986. Carried unanimously.
Hart reported that there have been many changes to the regulations for applying for a C.D.B.G. The money will not be divided up by population, so small towns will probably not receive any. The problem which is being corrected must have developed within the last 18 months. The sewer infiltration problem in Tiffin has been a problem for longer than that and Tiffin is not under any mandates from the State, as many other towns are.
Motion Runge second Stoner not to apply for Community Development Black Grant funds at this time, due to recent changes in the regulations governing the grant awards. Roll call vote: Runge, aye; Stoner, aye; Morgan, aye; Flansburg, aye; Stratton, aye. Carried unanimously.
A RESOLUTION TO PROVIDE FOR A NOTICE OF HEARING ON PROPOSED PLANS AND SPECIFICATIONS AND PROPOSED FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF IMPROVEMENTS AND EXTENSIONS TO THE MUNICIPAL WATERWORKS SYSTEM AND THE TAKING OF BIDS THEREFORE was introduced by Morgan and seconded by Flansburg.
