Motion Runge second Stoner to approve application for building permit for addition and attached garage to home at 480 Robverts Ferry Road by Joe Johnston pending submittal of plat drawing. Carried unanimously.
Attorney stated that conflict of interest laws would not apply to Bill Runge being a paid building inspector for City of Tiffin and serving as city council member as long as he earned under the $1,000.00 per year limit in the State Code.
Attorney reported that limits are set for contacts between city and persons for goods and services, but this does not apply to the kind of contract the city would have with the Bream real estate and Sidwell Development, Ltd. However, Stoner will benefit directly or indirectly, and this presents limited problems. Attorney advised Stoner to abstain from voting on any decisions by council pertaining to the Sidwell Development project in Tiffin.
Stoner reported that county will fund the hazardous waste project.
Morgan reported that Grace would start ditches and culverts as soon as possible.
Council directed Jim Graham to make asphalt apron around ends of culverts in town in order to improve drainage and authorized him to use town truck and charge pre-mix from L.L. Pelling for project.
Morgan asked if it was time to evaluate utility director/grounds maintenance since Bob Herring had been on the job one year, and also stated that it would be for his benefit as well as the town's. Potter appointed Morgan and Stratton to work with Ralph Brown to develop job evaluation form and present to council next month. Council will evaluate Herring at regular December meeting. Attorney stated that job evaluation could be reason for closed meeting, but that meeting can only be closed by request of the employee being evaluated and an affirmative vote by 4 council members.
Motion morgan second Runge to approve clerk-treasurer's reports. Carried unanimously.
