Council consensus to appoint Sharon Eggers to fill unexpired term of Bill Runge, term ending November, 1989 at the next regularly scheduled election. Hart reported that Ordinance No. 55 states that city has responsibility for improving sewer connections but that it is the responsibility of the contractor and property owner to see that the sewer works. Potter reported that he talked to Kirk Madden and Madden will pay for sewer repairs at 230 W. Second Street. Sharon Eggers arrived at 7:05 p.m. and was sworn into office. Potter reported that Board of Adjustment granted variance to Chester Reeve to place a 60 by 16 foot manufactured home on lot 2 of P.B. Subdivision. Hart stated that culvert across drainage ditch on lot 2 of P.B. Subdivision was the same as any ditch in town which a driveway would cross. Therefore, property owners will buy and install culvert. Motion Stoner second Stratton to approve request by Chester Reeve for building permits for 16 by 60 foot manufactured home and 20 by 24 foot garage on lot 2 of P.B. Subdivision. Carried unanimously. Rugger not present to discuss his proposal for cable television. Mayor reported that several complaints about animal control in the mobile home park have been received. Ray Scheetz has requested and received copies of animal control ordinances and has distributed them to his residents of the court. Attorney Greenleaf reported that the Iowa Code provides that a city may insure its own volunteer fire department. However, The City of Tiffin and the Tiffin Fire Association are two independently governed bodies. It is the attorney's opinion that the sharing of insurance coverage is not feasible because of the separateness of the two entities. The City is not in a position to control or set limitations on the practices of the fire department, as far as what it can and cannot do. M. Allen stated that it costs close to $4,000.00 per year for insurance. The Association thought that sharing of all insurance costs might produce a lower rate. Attorney stated that this was doubtful because the risks undertaken by the fire department are not in the city's realm of current insurance coverage. Therefore, it would not vary the rate, and going together on insurance costs is not allowable under to Iowa Code. Potter suggested the the Association join with others in the county. Attorney stated that there is a provision in the Iowa Code for municipal risk pooling and perhaps the Association could go with other small volunteer fire departments. Allen
