Stratton reported that the ditch in front of Doug Stackly's (130 Summerhays) does not drain properly. It needs to be fixed and Stackly wants City to pay for it or he will fix it but only in front of his property and it still won't drain properly to the end of the street. The ditch needs to be lowered all they way along the block. Spivey asked if the City supervised the installation. Stratton stated that she did not have cost estimate for repair. Morgan stated that the council should study the rest of the town and see if a lot of areas need repair before deciding to pay for this one. Potter stated that the town provided the culvert for the property and probably installed it. Stoner asked if this is private property. Council consensus that City could not move everyone's culvert, but if the City was responsible, they would probably have to do it right. Mayor directed Hart to look into matter and report at next month's meeting. Mayor made following appointments to Planning and Zoning Commission: Tim Spivey to fill the unexpired term of Leonard Vorel, term ending September, 1988. Sandy Huebenthal to fill the unexpired term of Harley Stapes, term ending September, 1989. Duaine Smith to fill the unexpired term of Dennis Brown, term ending September, 1990. Motion Spivey second Stoner to approve request by Tom Morgan for renewal of Class "C" beer permit for Morgna's Station effective May 15. Carried unanimously. Motion Spivey second Eggers to approve request for building permit by Clear Creek School District for 13 x 15 addition to boiler room at high school at 311 Marengo Road. Carried unanimously. Stapes stated that he needs variance to front lot line from 25 feet to 8 1/2 feet to add deck to south end of house and make it even with the front of the house. Stapes will ask Board of Adjustment for variance. Motion Stratton second Eggers to approve request by Harley Stapes for building permit at 141 Summerhays Street for 12 x 42 addition to house. Carried unanimously. Council instructed Hart to get bids for sewer repairs for next month's meeting, with estimated expenditures of $5,000.00. Potter mentioned abandoned vehicles. Attorney stated that City must use ordinance to take care of vehicles on private property. County Sheriff's Department can ticket abandoned vehicles which are sitting on public property. Stoner reported that GTE is studying proposal for 911 emergency number with a 50 cent addition to everyone's phone bill. Potter stated that Earl Stratton at 211 W. Second Street poured his driveway across the ditch and right up to the street and asked if City could make him put in a culvert. Potter stated that the drainage from the driveway will wash out the road. Stratton: There's no ditch all along that side of the road. Spivey: There's no ditch or culverts along there. Potter: There should have been one when the house was built. Spivey: Was he told that when he built the house? Morgan: The council talked about it. Spivey: I agree that a ditch would save the road. Hart: If you leave the driveway there, the water will come into the street. Stratton: If a ditch was made to the west, the water could run there.
