Attorney advised selling whole alley, and not leaving any parcels of land to be owned by the city, in order to eliminate liability.
Potter proposed increasing contract with Johnson County Sheriff's Department from 7 hours per week to 32 hours per month.
Spivey: How much ticket revenue does the city get?
Clerk: Less than $50.00 per year.
Potter: Could city ordinances be used?
Spivey: Cars are parked across sidewalks and right by "no parking" signs. People are disobeying stop signs.
Morgan: They park anywhere they want to on weekends by the Lark.
Potter: Grant Street is too narrow for parking on both sides because it is the truck route.
Slaughter: We have this problem in every town. We have a hard time enforcing parking. We can't enforce on certain spots. Are you suggesting that we enforce everything? Parking tickets are currently written on state code and the fine is $15.75 for illegal parking.

Clerk: Yes.
Stoner: I delivered four books of tickets to the sheriff's department less than three months ago.

Slaughter: That'll be no problem if we have envelopes.
Stratton: Sometimes you can't drive through the streets because people are parked on both sides.
Slaughter: I told everyone to contact me if there was a problem. Why haven't I been contacted about this before?
Spivey: We've talked to other deputies at meetings in the past.
Motion Morgan second Eggers to approve contract with Johnson County Sheriff's Department for 32 hours per month at a rate of $14.50 per hour effective July 1, 1989. Carried unanimously.
Clerk informed council that a water customer had written a letter to complain about the procedure for dealing with delinquent accounts and had threatened a law suit for harassment. Attorney stated that city's ordinances are in compliance with the State Code and that three notices and a 60 day payment allowance period are not
