The Tiffin city council met in special session on Tuesday, July 18, 1989 at the fire station. Mayor Potter called meeting to order at 6:30 p.m. Members present were Eggers, Morgan, Stoner, Spivey and Stratton. Also present was Ray Scheetz. Motion Morgan second Stoner to approve agenda. Carried unanimously. Potter reported that Tim Wolfe asked council to enforce the garbage collection contract and notify Ray Scheetz that individual cans must be used in the mobile home court. Large items such as stoves and trash from the country is being brought into the dumpsters at the court. Scheetz: In Iowa City, trailer courts are considered commercial. People move in and out all the time and there's a lot more garbage than the rest of the town. I have to clean out trailers and haul stuff away. It's different than a homeowner. Spivey: How many trailers do you own? Scheetz: Five right now. There are 50 in the court. I know some people are bringing trash down there. Maybe from the town. I haven't been happy with the dumpsters. I need bigger ones. A lot of staff turns over there. I have a burn pile. Stratton: Burning is only allowed at certain times. Scheetz: Last year I donated to the fire department and they looked after it while it burned. The garbage will get to be a terrible problem down there. Morgan: Why not have the tenants bag it and put it in front of their homes? Scheetz: I paid for the street. The garbage truck is heavy and it's my expense to fix the street. The school bus goes in there, but it's not loaded. Spivey: What do they do in other courts? Stratton: Western Hills has individual pick up. Stoner: Wolfe is concerned about safety and health. Discarded appliances down there are dangerous. Morgan: It's not in the contract to pick up big items like that. Stratton: It's up to the homeowners to make arrangements to have those things hauled away. Scheetz: What if the homeowner doesn't have a truck? Stratton: There's a clean up day once a year. Otherwise, you have to find your own truck. Everyone has to make their own arrangements. It's the same all over town. It shouldn't be a problem. Eggers: It's their property to get rid of. Scheetz: They leave it behind, and then it's my problem. Eggers: Maybe a security deposit could cover that. Scheetz: Deposit doesn't cover it. The town bills one person, not everyone individually. Morgan: The ordinance says to bill the property owner. Spivey: If you had individual pick up, you'd know who left things. You don't know who throws what into the dumpster. Wolfe doesn't have to take those large items. Other places don't. Scheetz: Is it necessary to keep me in? Clerk: The trash ordinance covers dwelling units. It only excludes commercial properties.
