Tiffin Planning and Zoning Commission August 6, 1997 City of Tiffin Meeting of the Tiffin Planning and Zoning Commission was brought to order by Chair Sandy Huedepohl at 7:00 p.m., August 6, 1997 at the Tiffin Fire Station. Planning and Zoning Commission members present: Sandy Huedepohl, Manzel Berlin, Terry Richardson. Absent: Dan O’Halloran and Mike Ryan. Also present: Council Mike Gericke, Jim Bartels, Mayor Glenn Potter, Gary Kee and Cathy Kee and City Planner Mike Singer. Motion Richardson, second Huedepohl to approve minutes as printed. Ayes: Kee, Huedepohl, and Berlin. Absent: Ryan and O’Halloran. Motion carried. Discussion regarding most recent changes dated 7/30/97 in Preliminary Plat, A replat of Forest Ridge Subdivision Part Two in Johnson County submitted by MMS Consultants, Iowa City, Iowa. The covenants included in the subdivision prescribe that the subdivision must upgrade water, sewer and storm sewer at whatever time the City of Tiffin should require if this subdivision should ever be within the city limits. Covenants allow streets to sealcoat condition and concrete improvements may only come to realization by voluntary special assessment for street improvement of the citizens living within the subdivision. Further engineer review and list of conditions on file with Hart Engineering, Coralville, Iowa for the City of Tiffin. Motion Richardson, second Berlin to recommend approval of the 7/30 Replat of Forest Ridge Subdivision Part Two in Johnson County with conditions as itemized by Hart Engineering, city engineer for the City of Tiffin that makes allowance for city demand at owner cost for water, sewer and storm sewer improvement, and allows sealcoat street improvement with concrete improvement of streets only by voluntary special assessment by demand of the citizens residing within the Forest Ridge Subdivision.
