Jim Stetzell was present to request if the city would consider paying for improvements to curb, gutter, storm sewer, water and sewer mains that is infrastructure that will be needed to improve the connector between Goldfinch and Potter Street at the north end of town. The city is committed by agreement to place a road of undefined standard and also culverting work for the area considered. Simple gravel, grading and ditching costs might approach $50,000.00 for the city. City Engineer Hart explained costs of concrete street for this area could be around $140,000.00. Storm sewer could be approximately an additional $60,000.00. Should the city wish to provide water mains the cost might be $50,000.00 and sewer lines might be $20,000.00. Council also talked about bringing sewer mains from the tennis court area north to the area north of the current end of Potter Street, this might cost the city $30,000.00. Stetzell is thinking about plans for 30 single-family homes. Single family homes may not be eligible for TIF funds, but if Tif funds could be used the engineer estimated that paying for work might be eight years once all development was complete.
