Tiffin Planning and Zoning October 6, 1999 A regular meeting of the Tiffin Planning and Zoning was brought to order by Chair Dan O'Halloran 6:35 p.m. Wednesday, October 6, 1999 at the Tiffin Fire Station. Planning and Zoning Members present: Chair Dan O'Halloran, Terry Richardson, and Tina Walls. Absent: Melvin Reeve and Steve Berner. Also present: Mayor Glenn Potter and Councilmember Jim Bartels. Motion O'Halloran, second Walls to approve the printed minutes. Ayes: Walls, Richardson, and O'Halloran. Absent: Reeve and Berner. Nays: None. Motion carried. Cathy Kee was present to answer questions in regard to Johnson County Rezoning request Z9940 east and south of Tiffin along Jasper Avenue. Cathy explained that they would be planning a new home and storage garage on 3.5 acres. Motion O'Halloran, second Richardson to recommend to the Tiffin City Council approval of the Johnson County Z9940 request submitted by Gary and Cathy Kee. Ays: Richardson, Walls, and O'Halloran. Absent: Reeve and Berner. Nays: None. Motion carried. John Schneider was present to explain his need to request zoning from the current C-1 to C-2 for his Ice Cream Store business location. John would like to increase the size and condition of his business sign and this requires a zoning change. C-1 only allows signs attached to buildings and this would not work. Members discussed new requirements that would need to be met under a C-2 zoning. John will check into sign requirements, parking requirements and sidewalk requirements if he continues in his request and request is deferred at this time. Members also noted that a multiple request for C-2 in the area may improve the request as the commission does not look favorable upon spot zoning. They also reminded Mr. Schneider that the request would need to proceed through a notification and public hearing action by the city. Motion Walls, second O'Halloran to adjourn.
