October –1999 4a. The annexation proceedings have been republished for this meeting. Mike Hart tells me there might still be a problem with the legal description. Mike thinks there could still be a 20 feet area that was not included in the description. We have received a letter from Jo. Co. regarding large annexations – 4c. Last month Mike Hart presented an updated Zoning Map. The map had only a few minor corrections to it, in general it is the same map we sent through originally. I’m not certain if this takes a resolution or ordinance, but Steve Greenleaf will tell us. This ordinance will vacate the ground that we have agreed to sell to Clarence. Clarence tells Greg Schott that he will be taking down the garages and when he does I will be refunding his building permit fee on the garages. Greg tells me that he will be sending Clarence an order to stop work until plans have been approved. I have not yet seen his stop order. 5a. The P&Z has recommended OK to Gary and Cathy Kee for rezoning in the county, John Schneider has requested C-2 zoning so that he can put up a larger and higher sign. His request was deferred so that John can have time to see what other ways a C-2 zoning might affect him. He will check parking requirements, etc. Bill DeBrower at the General Store wants to put up a new Sinclair sign. Mike Hart says if he uses the same Pole he would be grandfathered for the sign. If he moves the sign, he will have to meet C-1 requirements. C-1 requires signs attached to buildings. 5b. Public Hearing on Annexation is on top of agenda. This is action on annexations. If the council wants to act on annexations, it would be under this item. 5c. You have the finance report- it has been published in the paper. 5d. You have the budget amendment – it has been published in the paper. Please note ending balance for 6-30-2000 will be under $300,000. If we want to exercise our purchase option on the 65 acres one year from now—we will be hardpressed to run regular affairs. It is possible that the bank could give us a short term loan to purchase the ground, but we would still be obligated to repay the loan. The budget amendment includes easements we have talked about, culvert on 2nd street, and house purchase. It does not include improvements eastward on Goldfinch, nor does it include any new turning lanes and new lighting on Highway#6. Opening 2nd street to traffic, would not improve the haphazard routing through town and it is possible that Citizens along Second street would be requesting improved streeting on a new thruway. Costs for improvement of Second Street is not included in the budget amendment. The city is realizing rapid valuation increase, but most of the taxing power is under the TIF umbrella. The TIF dollars at this time are being used for debt repayment and not regular operating expenses. If the I-80 exit blows open, we could see rapid growth in tax dollars, however even that would be on a delayed tax collection basis. We wouldn’t realize increase in tax money for a least 1 to 2 years following development. 5e. If you want to increase official meeting pay, you will need to do it this meeting. Voting for increases at this time lends impartiality to the matter, as no one knows who will get elected. Meetings are $20 with an additional $800 for Mayor. I know from what I see, that Glenn is putting in tons of time on extra off the record meetings. 5f. The Secondary Roads Engineer has requested that we set up 28-E agreements with them for work shared between the city and the county. If we needed help from them for anything we can arrange an agreement on cost, etc. So far, we haven’t talked to them about this. They surely have better equipment, perhaps they would be reasonable with costs. 5g. Mike Hart is working on T-21 funding request for Tiffin. John Yapp, transportation assistant for JCCOG says that yearly plans are made for federal funding that comes to the county. John Yapp and Mike Hart will work to get us on this list. Two pools of money, one for roads and one for trails. 5j. Jo. Co. Auditor has asked if cities of Jo. Co. would cooperate with the Ia. Sec of State for a Internet Vote Now pilot project. No cost to city. This is just an experiment voting on internet, after citizens walk out of the voting booth. I don’t know much more than that at this point. Find enclosed minutes of JOINT meeting with Coralville. If you want something changed –PLEASE CALL. 628-4784. It was a friendly meeting. ------M R
