CITY OF TIFFIN Minutes JOINT MEETING – JOHNSON COUNTY BOARD OF SUPERVISORS & TIFFIN CITY COUNCIL Wednesday, May 28, 2014 City Hall The Tiffin City Council and Johnson County Board of Supervisors met on Wednesday, May 28, 2014 at Tiffin City Hall. Mayor Berner called the meeting to order at 5:36 PM. 1. City/County contracts and arrangements for services including library, law enforcement, building inspections and others: Supervisor Neuzil was unable to attend due to a funeral. Janelle Rettig indicated the goal of the meeting was to touch base with the City. Per Administrator Jackson, the 28E Agreement with County is currently under update for road maintenance. We are currently in discussions with Secondary Roads about the road heave on Ireland Avenue. There is need to have the costs broken down by LL Pelling. Law Enforcement for Tiffin remains with the Johnson County Sheriff. Last year, the hourly wage was increased and this year we will be increasing the number of hours. Rod Sullivan wanted to make sure that the service through the Sheriff’s office was working out well, since there had been contention in the past about certain aspects of the contract. Per Administrator Jackson, it is working well. There was discussion about if Tiffin would hire a police officer in the future and to be sure that they understand it can be quite costly. Administrator Jackson indicated that the current level of enforcement is working well and that there is no plan in the immediate future to hire anyone. Administrator Jackson indicated that Tiffin has a part time building inspector that is certified. 2. Fringe area agreements and plans for growth: Per the Mayor, the Comprehensive Plan is nearly complete. The fringe agreement will be updated now, as well as the Land Use Plan. The plan is to be presented to Mr. Dvorak this fall. 3. City and County projects and plans, including roads and trails: Ireland Avenue will be bid this July and depending on who wins the bid, they may not be able to start right away. Construction will take about 10 months to complete. The cost is $2.7 million for construction. The plan calls for a 4-way-stop-sign with a traffic study six months later to determine if a stop light is necessary. Ryan indicated we may need to get more input for the DOT to push to lower the speed limit on Hwy 6 by the parks. He believes the speed is too high and there have been too many collisions. With the new school being built, along with possible detour route for I-380 fly overs, it will result in additional traffic. Rod Sullivan indicated we could look to MPO for funding. Jackson indicated they are on a 2 year cycle and this is not one of the years to request.
