CITY OF TIFFIN – Work Session Minutes The Tiffin City Council had a work session on Wednesday, July 16, 2014 at City Hall. Mayor Berner called the meeting to order at 6:32 p.m. Roll Call: Joann Kahler, Mike Ryan, Mark Petersen, Jim Bartels, Peggy Upton. Also present: Engineer Carhoff and Administrator Jackson. Motion Kahler to approve the agenda, second Petersen. All ayes. Motion carried. Tiffin Heights would consider installing a left turn lane on Deerview. Council indicated that installing a turn lane will not solve the traffic issues. Brief discussion about possible option of the City paying for installation of a street to the North of the Deerview development. Willow Ridge provided a traffic impact study and asked the City for more than the previously agreed upon 20% City/80% developer cost share agreement. They would like a 50%/50% split. Additionally, they have requested a phasing of the development and an escrow fund limiting the number of building permits issued [requesting lots 5, 6 and one commercial lot with a sunset of September 2015 to add the turn lanes]. Brief discussion of: escrow amount, funding options, future infrastructure development fees added to the Ordinance and setting a precedence. Hickory Knoll discussion about their request for sewer hook-up. Council is concerned about changing an ordinance and it was indicated it was a developer issue; not a city issue. Council will take no further actions and is happy with the current terms of prior 2013 agreement. Sewer & storm water issues that sewer plant is at 80% capacity now. Per the Engineer it will take approximately 5 years from engineering to completion for an upgrade to the plant. Will start the process with the next budget. Employee certification & pay scale: Bartels acknowledged need for another staff person. Council wants Administrator Jackson and Public Works Director Mehmen to create a succession plan for water/sewer and valuation, with rationale, on a pay structure for employees. Council acknowledged and reviewed the employees job descriptions. Motion Ryan to adjourn at 8:35 p.m., second Upton. All ayes. Motion approved. ______________________________ ________________________________ Michon Jackson, City Administrator/Clerk Steven L. Berner, Mayor July 16, 2014
