Ryan motioned to approve Resolution 2014-139 Approving Change Order for the water/sewer/lift station for CCA Elementary in the Amount of $5,060; seconded by Petersen; Roll Call Kahler, Ryan, Petersen. Absent: Upton and Bartels. All ayes motion carried. Resolution 2014-140 Authorizing Hart Frederick to Work on the ‘ADA’ Sidewalk Transition Plan Mayor request to add in ADA sidewalk transition plan Motion Ryan 2nd Kahler to amend approved Ryan motioned to approve Resolution 2014-140 Authorizing Hart Frederick to Work on the ADA Sidewalk Transition Plan; seconded by Kahler; Roll Call Kahler, Ryan, Petersen. Absent: Upton and Bartels. All ayes motion carried. Resolution 2014-141 Creating a Seasonal Part-Time Public Works Position (Winter) Ryan motioned to approve Resolution 2014-141 Creating a Seasonal Part-Time Public Works Position (Winter); seconded by Kahler; Discussion: Mayor request to have only seasonal and not a permanent part-time position. Administrator Jackson advised reason why it couldn’t be a permanent position due to working more than 6 months. Ryan withdrew motion. Petersen motioned to table until next meeting; Seconded Ryan. And Request to include pay rate for next meeting. All ayes motion adjourned Resolution 2014-142 Creating a Seasonal Part-Time Parks/Public Works Position (Summer) Motion to adjourn until next meeting by Kahler; Seconded Ryan to adjourn like above with pay rate. All Ayes motion carried until next meeting Resolution 2014-143 Approving Escrow Agreement for Willow Ridge Engineer & Attorney request to adjourn items due to blanks in paperwork received. Developer wants to have Escrow Agreement discussed and iron out requirement on turning lane. Discussion on Croell Ave and turn lanes. Attorney request to need easements and needing to complete Croell Ave. Council cannot approve anything with assuming risks based on Developers word. Discussing miscommunication on Croell Ave and turning lanes in Escrow. Discussion about turn lanes to DOT standards vs making full width lanes for future city updates. Ryan request that Developers have lanes on DOT requirements instead of approving full width streets for city. Attorney had a question about Croell Ave 5 year bond.
