Roll Call The City ofTiffin CityCouncil held awork session Tuesday, April 15, 2025, attheCity Hall Council Chambers. Mayor Kasparek (present via Microsoft Teams) called themeeting toorder at6:08PM. Upon roll being called thefollowing members were present: Eric Schnedler, AlHavens (present viaMicrosoft Teams), Chris Olney andTim Orris. Absent: Skylar Limkemann. Others present City Administrator Doug Boldt, Assistant CityAdministrator Ashley Platz andCityClerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion toapprove agenda byOlney. Second byOrris. Allayes, agenda approved. C. Discussion and Review ofProposed Water (and Sewer) Rate Structure Increase fortheWater Treatment Plant Upgrade Project D. Discussion: Heidi Kuhl ofNorthland outlining three proposed rate adjustment options. Alloftheoptions split the rate adjustment onboth thebase esplit between thetwo. Following thediscussion, Council expressed interest inphasing therate adjustment over atwo-year period. Ideally, Council would liketotarget abase rate ofapproximately $13.45, incorporating aphased increase and allocating aportion oftherevenue toreserves. Both thetwo-year andathree-year phased-inscenario will be evaluated. Itwas alsonoted that 81%ofcurrent users consume 4,000gallons orlessperbilling cycle. E.
