The information obtained by the council members and mayor from adjoining towns on assessing was again discussed.
Q - Is the sewer contractor responsible for resurfacing the streets upon completion of the project?
A - The sewer contractor will have to backfill and tamp and bring it up to contract, but he won't resurface, unless it is specifically brought into the contract to resurface. It will be in the specifications that he will have to bring them back up ready to be resurfaced.
Q - Why not use alleys rather than streets for the sewer lines?
A - One section of town does not have alleys. Also, if they tried using alleys in some places they would have to duplicate lines. In the lower part of town the lines run in the opposite direction from that of the alleys.
Mr. Nicholas also explained why Tiffin can get by with 2 1/2 acres when the recommended design is 1 acre per 100 people. One of the main requirements is to keep a maximum water level. They could do one of three things to make the pond hold water: (1) Haul in clay, (2) Use chemical grout, or (3) Cut down on the size of the pond and let it leak some at first and then solids in the sewage will seal the bottom of the pond. The Department of Health would approve a two-acre pond under these conditions, Mr. Nicholas stated.
BUDGET. The proposed budget was discussed and it was agreed to include in the budget an extra $2033 to be earmarked for a town building. This will represent an increase of about 10.2 mills over the proposed regular expenditures.
Bill moved to issue a beer permit to Beverly Birtcher, The Tiffin Inn. Bob seconded the motion. Carried.
Wayne made the motion to adjourn; Bill seconded. Carried.
Margie O'Doole
TOWN CLERK
