The meeting was called to order by Mayor O'Toole and minutes of the last meeting were read and approved.
OLD BUSINESS:
Sewer. The Mayor reported on his trip to Des Moines with Mr. Powers to investigate financing possibilities. Mr. Carpenter, the bonding attorney there, estimated our cost of financing at between $900 and $1,000. His firm would do everything from the time the Town sets up the assessment rolls; he is given the engineer's plan and if he judges it to be financially feasible and the system is adequate and that the town has enough evaluation to carry the assessment. Town must make a list of all properties that are tax-free. Then, the list of assessments is published; the hearing is held on the Resolution of Necessity; and the contract is advertised for bids after the Resolution has been passed. Mr. Carpenter said that coverage of 10% of the assessment would have to be on general obligation bonds to cover people who don't pay and ones from whom it is difficult to collect. The engineer's cost estimate of the project is made up and assessment bonds are printed for this amount. Glenn made the resolution that Mr. E. B. Carpenter be appointed to conduct the financial business for the Town. Bill seconded. Carried. Protests about assessments are handled by the court, which decides upon a fair assessment. The Mayor brought the list of all properties and their assessments procured from the County Treasurer's Office as set by the Clemenshaw re-assessment report. This list is the one to be used for payment of 1965 taxes. The agreement with Powers & Associates was studied, and one or two points will be clarified before the Council signs it.
School Signal Light. The estimate obtained by Nate Moore, Iowa City electrician was noted and other methods of correcting the erratic behavior of the school signal light were discussed. It was emphasized that whatever is necessary to correct this should be done as soon as possible.
