Margie O'Toole TOWN CLERK Minutes of Special Council Meeting, April 28, 1964, Tiffin, Iowa Present: Glenn Potter, Wayne Stratton, Bill Verry Absent: Ted Spivey, Bob Svatos The meeting was called to order by Mayor O'Toole for the purpose of setting street embargoes and to discuss the proposed activity on the railroad property in connection with the asphalt tank cars now on the siding. The zoning ordinance requires that the company must apply for a permit to place any buildings in town, and this permit must be approved by the council before operation can be commenced. The suggestion was made that if the permit is granted, it should be stipulated that any asphalt left on the site at the end of operations should be covered with sand; also a $1,000 bond should be given to the town before operations commence. A 90-day load limit will be placed on all town streets except arterial and Main St. to Second St. and Second Street from Grant Street to Stockyards with a 5-ton limit. The sewer system was discussed briefly. Mayor reported on telephone conversation from Mr. Ellender to Mr. Powers and to Mayor. He told them that the 20% collateral cushion is required by law and does not go to Carlton Beh but will be returned to the town if all assessments are paid. A meeting will be set up with the State Board of Health. We may have to go with the polishing pond to get their approval. Further conversation with Community Facilities Administration shows that the Federal fee is about $1500, plus we have to pay for bonds and a bonding attorney, which is about $900. We are guaranteed that the government will pick up our bonds at 4%. In the long run, we might gain possibly $700 interest and maybe $900 on cost, which we may lose on construction costs by waiting for their approval of the loan. Wayne moved, Bill seconded the motion to adjourn. Carried. Margie O'Toole TOWN CLERK Ted moved, Bill seconded the motion that $72.00 be paid to Jim O'Toole ($44.00 from Recreation Fund for meeting expense and $28.00 for two trips to Des Moines on sewer business). Carried.
