Present: Bill Verry, Wayne Stratton, Bill Bream, Ted Spivey, Glenn Potter, Jim Thayer, Wayne Reed
Absent: None
The meeting was called to order by Mayor O'Toole for the purpose of acting on the resolutions sent by Herrick, Langdon, Sandblom & Belin of Des Moines.
Mr. Reed reported that the plans have been changed to comply with the Department of Health requests for a pond and a greater distance from town, plus the installation of the plant south of the tracks in the site which the town has obtained tentative agreement to purchase. He anticipates that the additional cost of the revised plans would not be much more than the additional cost of piping the extra distance plus the additional cost of going under the railroad.
The way the contractors will be paid is by issuing pledge orders against the sewer system from time to time as the work progresses and as okayed by the Council. They are issued to the contractors in payment; they will be stamped "Not paid for want of funds" by the Town Treasurer before they are given to the contractor. White-Phillips will cash them in their office in Davenport the same day. When the job is complete and accepted and White-Phillips has all the pledge orders, then they start proceedings to turn pledge orders into revenue bonds. There will be no additional financing cost charged by White-Phillips, according to Mr. Thayer.
The resolutions to employ Powers & Associates as engineers and to proceed with advertising for bids were passed. Said bid notice will be published in the Iowa City Press-Citizen on July 20th and 27th, 1964, bids to be received no later than 7:30 p.m., CDST, August 5, 1964.
Glenn made the motion to adjourn, seconded by Bill Verry. Carried.
