OLD BUSINESS:
Sewer: Rental of land where plant is located was discussed. Art Schertz will be contacted to see if he wishes to put in beans.
Annexation: The bank is delaying action on request for annexation because they were asked by the utility company to wait until they got easements on the land south of the highway.
Water: Tentative figure for a water system is $75,000, which could be financed by $18,000 in General Obligation bonds, and based on our current interest on the Revenue Bonds, and issue of $45,000 would be $2.18, and the $12,000 balance looks like about $100 assessment each for 120 users. We have to use some sort of inducement to encourage property owners to hook up, and a reasonable water rate is one, and an assessment is another. This is just one rough figure. The Councilmen were asked to discuss the possibility of a water system with townspeople.
Senior Citizen Housing: Max Selzer of Powers & Associates is handling the plan for Lone Tree. They have 23 apartment units. The government agency has a man come in and spend two or three days to survey the town and he decides whether or not this particular town is eligible under their guidelines for senior citizen housing. If they are, they are eligible for a Federal loan at a low interest rate. If a town wants one of these projects, they make the application and perhaps get someone like Powers to present the plan, call in the Federal agency to survey it. The Council would more or less decide on one of three possible locations for it, and if it passes, housing is erected. To obtain land, we can go through the same procedure as we did on the sewer. Mr. Selzer told the Mayor that as soon as they have completed the Lone Tree process, he would be happy to come out and explain the whole procedure of the Lone Tree project to us, and if it seems worthwhile we could try to get it. He said the government decides for the town whether or not they have enough senior citizens to warrant a project. In Lone Tree the government representative sat down at a Council meeting and told them more about the town than they knew themselves. There is possibly something to gain and little to lose on this type of thing.
