Minutes of Regular Council Meeting, Tiffin, Iowa, November 3, 1965 Present: Glenn Potter, Wayne Stratton, Ted Spivey, Bill Bream Absent: Bill Verry Also Present: Richard Phillips, Wayne Reed, Mr. McGowan, Mr. and Mrs. Charles Adamson, Mrs. Neal Osborn, Donna Slade. The meeting was called to order by Mayor James O'Toole. Minutes of the last meeting were read and approved. OLD BUSINESS: Sewer. The Engineers' final estimate of cost and certificates of completion of Contract A and Contract B for the sewage treatment plant and facilities were accepted by resolution attached. Water. Work has been started on the application with the FHA for a 50% grant based on the preliminary cost estimate. Tiffin will be one of the first towns to get an application in. An added benefit is that if FHA has difficulty, our application might be transferred to the Community Facilities Administration under the suburban classification. Railroad Crossing Signals. In August, the Mayor wrote letters to the County Board of Supervisors, the railroad superintendent, Urban Engineer, and I.C.C. in Des Moines. No reply was received except from the County Engineer expressing his approval of installing a signal at this crossing. The Mayor and Mr. Justen tried to evolve another source of funds; the signals have to come out of farm-to-market road funds. Mayor didn't know how this regulations is made or who decides distribution of costs, but it turns out that the railroad is only paid 10% of recent installations if they are farm-to-market roads. After the accident at the crossing, Mayor wrote to the Attorney General (Mr. Scalise) and enclosed a copy of the August letter and told him that local people feel enraged and that we had received nothing but buck-passing and that we are going to obtain counsel to fix the responsibility. No reply has been received. Approximate cost of this crossing signal would be $10,000. Bill Bream moved, Glenn seconded the motion that the Council go on record to inform the County Board of Supervisors of the urgent need for mechanical signals being met at the Tiffin crossing and that the Town Council request an immediate reply as to the manner in which this can be expedited. Carried unanimously. Request for Permit to Park Trailer. As per previous conversations, Mr. and Mrs. Adamson were advised that they must conform with the Housing Ordinance in effect.
