Regular meeting of the Tiffin Town Council—April 6, 1966 Present: Bill Verry, Ted Spivey, Glenn Potter Absent, Clayton Klein, Bill Ream Bill Hutchins, the representative from the Willman Asphalt Company of Cedar Rapids was present and discussed resurfacing streets. In his opinion, Roberts Ferry Road and Railroad Streets needed complete resurfacing, and the other streets needed a seal. He estimated that it would cost $350.0-400.00 per block (.46-.48¢ per square yard) for the seaman process which included scarifying the whole street and laying it down again. (this figure did not include rock) For a seal coat, which includes ditch work, he estimated the cost would be .25¢ per square yard. They would use 7/10 gallon of oil and 30 pounds of chips per square yard, scarifying bad spots in the street, and lay them back down. Within the next week, Mr. Hutchins will measure the streets and give the town a flat estimate on the total cost of resurfacing the streets as discussed. The estimate will include oil and chips but not base rock. Glenn Potter will get an estimate from Pelling before the next meeting and the council will discuss the financing of the project at that time. Mayor Stratton read the letter he received from Mr. Tucker concerning the Iowa law for financing such street work. An IHA representative contacted Mayor Stratton and requested that he and the council members be at the fire station April 12, at 4:30 P.M. so that Representative Scardhauser could present the town with the $14,000.00 Federal Grant to be used for the town water plant. Mayor Stratton suggested we invite Jim O'Toole, and Wayne Reed to be present also. Bill Verry made a motion that Marlene Janssen be the sewer clerk and that for a few months she turn in hours spent working on sewer notices, and be paid at the clerk's hourly rate. When the approximate number of hours spent stabilizes, she will receive a set salary. Also included in the motion was that she turn in her house retroactive to February at the next meeting. Ted Spivey seconded the motion and it carried. Bill Verry made a motion that the Town Clerk be authorized to order what she needs in the line of new sewer notices without direct approval form the council. Ted Spivey seconded it and the motion carried. Ted Spivey made a motion that the council let Art Schertz farm the land near the sewer plant for one year on a 5-50 basis. Glenn Potter seconded the motion and it carried. Mayor Stratton read a letter from Powers and Associated. They show we owe them an outstanding balance of $906.67 for work done on the sewer. It was decided by the council to wait until we get a breakdown of the total $98,000 spent from the auditor or White-Phillips before we pay this amount. The street used for access to the sewer plant is impassable at the railroad tracks, and a representative from the Rock Island Line requested that the council drop him a line explaining what is wrong with the crossing. He also informed the council that the problem of a signal at the crossing would come under the jurisdiction of the Iowa Commerce Commission. They would hold a hearing and 10% of the expense for a signal would be the town's obligation, 10% the county's, and 80% would be paid by the state. Mayor Stratton will try to learn how to approach obtaining such a hearing. The council received a request for annexation from Vincent Maurer, trustee of the Myron J. Walker Trust and passed the following resolution to annex property to-wit: --N 1/2, NW 1/4, S. 29, T. 80, R. 7W; 80 acres. --S 1/2, SE 1/4, S. 29, T. 80, R. 7W, except S. 11 acres; 60 acres. --W 1/2, SE 1/4, S. 29, T. 80, R. 7W, lying between highway 6 and CRISP, approximately 60 acres. In consideration of the letter dated April 6, 1966, from Vincent Maurer, trustee of the Myron J. Walker Trust, be it resolved that the real estate therein described be annexed to the Town of Tiffin, to be effective this date. Resolution introduced by Glenn Potter and seconded by Ted Spivey Ayes: Glenn Potter, Ted Spivey, William Verry; Nays; None.
